The Afghan Peace Process Affected By Recent Conflicts

MEP: After introduction of a new impetus Taliban peace talks, complicate the process of achieving these ideals and also undermining the intentions of the Taliban.

Late last year and early this year, the quadrilateral peace process with the participation of representatives from Afghanistan, Pakistan, United States and China were going well, but the overall result due to the lack of cooperation from Pakistan, was a failure.

The negotiation also unlocked Taliban’s presence on the negotiating table but unlike all the comments and statements, intentions of Pakistan and the armed Taliban, proved their opposite talks.

After Pakistan failed to fulfill its obligations in the quadrilateral summit, the Afghan leaders also expressed this “betrayal” openly and dragged the failed negotiations to challenge.

After two months of the year, the armed Taliban movement in different parts of the country and with the direct support of local intelligence, expanded and practically on four fronts of North, South, East and West were fighting with security forces.

After five months of this year, the armed Taliban took power over a number of country’s areas and occasionally capture a district or village, despite the seizure only preserved for a short time and the security forces recapture the area.

During the time, the armed Taliban had captured the districts of Khan Abad and Dasht-e-Archi of Kunduz province, Dahan-e-Ghori and central Baghlan districts of Baghlan province, parts of Hesarak district of eastern Nangarhar province, Nad Ali, Nawa and Sangin districts of Helmand province, the main parts of Sancharak district of Sar-e Pol and a number of other areas for a while.

However, this movement of the armed Taliban played a significant role in the Afghan peace process to make it more complex.

Mohammad Ismail Qasimyar, a member of Afghanistan’s High Peace Council in an interview with Middle East Press said: “The recent actions of the armed Taliban, has affected the peace process in a 180-degree.”

According to him, after recent moves of Taliban, the peace process cages from “peace to war” and has made the process more complicated.

Qasimyar stated that killing, war and loss of life and property, badly offend the hearts of people and undermining peace with these people, but “Gates of Peace” High Peace Council is always open.

The member of the High Peace Council noted: “the opposition should be careful that are facing with people and and if these trends continue, will lose the future, they should think about their future who are forced to live with the same people, but if people do not accept them, would have no place in society.”

With all the activity and the intensification of conflicts and security forces battle with Taliban, the High Peace Council says that the Council will continue to its peaceful activities.

Qasimyar says the activities of the High Peace Council to bring opponents to the peace process continue.

According to him, since the beginning of the creation of the High Peace Council, former head (Burhanuddin Rabbani) and 40 members of the central and provincial council have been killed in the cause of peace, but its activities have not stopped.

Talks With Gulbuddin Hekmatyar

At the beginning of the year, whispers to join the Islamic Party led by Gulbuddin Hmktyar to the peace process was discussed and these whispers also strengthened.

However, after a while the trend slowed down and the new chairman and members of the High Peace Council were not very successful in forming remarkably light to this trend.

Qasimyar in this regard says that the last time the Islamic Party delegation arrived in Kabul and in the draft memorandum of understanding was seeking clarification from the High Peace Council.

After that so far no other movement on behalf of Gulbuddin Hekmatyar was seen, although the principles of previous talks confirmed by the two sides.

It was said that Hekmatyar has also discussed with President Mohammad Ashraf Ghani but Qasimyar showed unawareness of the matter.

However, experts repeatedly in their remarks have undermined the functions of the High Peace Council and called these functions “failure” and considered only the case for the consumption of high costs.
