Reports indicate that it is likely to be suggested by Israel to Sisi because despite Egyptian military intelligence was aware of ISIS activities in Egypt and their hideouts in Sinai, Egyptian President through his son, Maj. Mahmoud al-Sisi Egyptian General Intelligence officer, prevented any action.
